Yes, both the Lobster Lead and the Department Manager have the ability to create outlets within a department. You will be able to do this from the Admin Portal on Lobster Ink after the initial launch has taken place.
The structure that is created during the launch process can be changed at any time post-launch. This is done in the Admin Portal, and administration rights are awarded to any person listed as a Departmental or Outlet Manager.
